Final Draft Release
The final draft of the Glenbow Ranch Area Structure Plan (ASP) is now available below. County staff have been analyzing the comments and suggestions and preparing the final draft. Changes have also been made based on comments received at the April 3 Open House, including clarifications to some maps. There will be no further changes to the draft prior to the Public Hearing. We have also prepared a report summarizing the comments received with respect to the draft plan. You can view the Feedback Summary and the draft Glenbow Ranch Area Structure Plan below. You can also review the final reports for the technical studies that were prepared in support of the draft ASP.
Proposed Bearspaw Area Structure Plan and Proposed County Plan Amendments
If the Glenbow Ranch ASP is approved, minor amendments to the Bearspaw Area Structure Plan and the County Plan will be required. The proposed amendments to the Bearspaw ASP are solely to remove the Glenbow Ranch Plan area from the Bearspaw ASP, if the Glenbow Ranch ASP is adopted by Council. This involves map amendments and minor policy wording changes. The proposed amendments to the County Plan are to add map and text references to identify the Glenbow Ranch Area Structure Plan and Hamlet in the County Plan, should the Glenbow Ranch ASP be adopted by Council.
These proposed amendments will not alter the intent of either document, but will facilitate implementation of the proposed Glenbow Ranch Area Structure Plan. A summary of the proposed changes to each document can be viewed below.
Landowners and residents shared their thoughts about opportunities and priorities for the future of this area. Feedback from Phase 1 community engagement informed the vision and goals for the ASP.
Landowners and residents development goals and the conservation design approach were discussed. Draft developable areas maps and conservation value mapping was presented.
During November workshops with Glenbow Ranch landowners and residents, conservation value mapping was finalized, and proposed Build and Conservation Area Maps presented. In addition, various population scenarios were presented and Transferrable Development Credits program was discussed in greater detail.
The first draft of the Glenbow Ranch Area Structure Plan is complete. The County gathered feedback on the draft in August and September 2016. Another draft will be shared once the County has reviewed feedback and completed consultation with our neighbouring municipalities.
We are preparing an area structure plan for lands within the Bearspaw Area Structure Plan, adjacent to Glenbow Ranch Provincial Park. The Bearspaw Area Structure Plan (PDF) was developed over 20 years ago, and since then, the area south of Highway 1A has changed. Glenbow Ranch Provincial Park was created in 2008, and the existing Bearspaw Plan does not adequately support the park. The population of the area has also changed, with the Bearspaw area having almost twice as many retirement-aged people compared to 10 years ago.
This process will result in a proposed new area structure plan for the Glenbow Ranch area. No changes will be made to the Bearspaw plan, except to remove the Glenbow Ranch area from it.
The new Glenbow Ranch plan, if approved, will provide a 10 to 15 year vision for a residential community within the Glenbow Ranch area, and a plan to achieve the vision. The study area encompasses approximately 3,100 hectares (7,600 acres).
There are several background documents that will inform the Glenbow Ranch area structure plan review process.
We are preparing an area structure plan for lands within the Bearspaw Area Structure Plan, adjacent to Glenbow Ranch Provincial Park. The Bearspaw Area Structure Plan (PDF) was developed over 20 years ago, and since then, the area south of Highway 1A has changed. Within this area land was annexed to the City of Calgary, Glenbow Ranch Provincial Park was created, and residential development in the two adjacent urban municipalities has occurred.
